- Messages are vague, don't outline the rationale and do not link with the bigger picture
- Leaders inform, but don’t establish a dialogue with, those who will be most affected by the change
- Leaders don't have an engagement plan, people don't understand what's in it for them
- Expectations are unclear so people do not understand new priorities and actions
- The organisation has multiple overlapping priorities and managers do not have the bandwidth to implement change
